Essential Job Duties:
BASIC FUNCTION - Works closely with County departments, other local, State and Federal government agencies and has significant involvement with energy projects for the County. Conducts research, analysis and public process to identify, develop and manage innovative and effective programs to implement the County’s energy sustainability goals in both its internal operations and the greater community. Monitors, measures and reports program performance.
 

STATEMENT OF ESSENTIAL JOB DUTIES

1. Responsible for analysis, auditing, research and report writing to support work and policies related to sustainability for the County and in support of the Green Ribbon Climate Task Force initiatives.

2. Provides analytical research and coordination support in identifying grant opportunities that would benefit the county’s sustainability initiatives. Gathers all pertinent information and works with county departments to complete the grant application process. Tracks the progress of the grant and works with the granting agency to insure regulatory compliance with the grant contract.

3. Participates on a variety of intergovernmental committees; makes recommendations regarding methodologies and best practices for offsetting green house gas emissions, including assessment of technology, cost and environmental impact comparisons.

4. Researches and analyzes issues and problems confronting the county; utilizes established data gathering procedures and compiles information from questionnaires, records, regulatory materials and other sources; analyzes and evaluates relevant information, develops findings, conclusions and recommendations as appropriate and prepares routine correspondence, memoranda, reports and other written materials as necessary; may assist other staff members in making presentations to the Executive and to the Council.

5. Works with other team members, departments, elected and citizens for long term program and strategic planning efforts for green house gas emissions and sustainability.

6. Develops and recommends Executive Office and/or departmental procedures requiring Executive or Council action on how to meet the requirements of a new or revised state or federal law.

7. Maintains background reference files on actions relating to sustainability, green house gas emission reductions and Green Ribbon Climate Task Force initiatives; provides information to interested parties as requested.

8. Answers and/or refers phone or mail inquiries from private citizens, county employees and other jurisdictions concerning any subject related to sustainability; receives complaints; refers complaints to appropriate Executive staff member or county employee for action; may notify complainant of action taken by phone or letter.

MINIMUM QUALIFICATIONS:
Bachelors degree in environmental sciences, environmental policy, built environment or a closely related field and two years of experience in environmental sciences, environmental policy or sustainable design ; OR, any equivalent combination of training and/or experience which provides the required knowledge and abilities.

SPECIAL QUALIFICATIONS:
PREFERRED QUALIFICATIONS: Prefer two – three years experience in development and implementation of energy efficiency and renewable energy programs and environmental and/or sustainable energy grant writing.

Must pass job related tests.

A valid Washington State Driver’s License may be required for employment
