Purpose Statement: The job of Educare Site Manager was established for the purpose/s of managing the delivery of high quality Head Start Services for children and families by providing leadership, supervision and logistical support for the center and center staff.

Functions
• Collaborates with Highline Head Start Program Director and other PSESD Head Start staff for the purpose of ensuring that site is integrated into overall Highline and other PSESD programs while maintaining program standards and quality.
• Collects parent fees as required for child care services for the purpose of securing reimbursement of costs in accordance with administrative policies and/or ensuring the accuracy and timely completion of transactions.
• Conforms to the PSESD’s Principles That Guide Our Culture for the purpose of 1) building trust, collaboration, and strong teams within the program and the Agency and 2) providing exemplary service to external clients.
• Maintains manual and electronic documents, files and records for the purpose of ensuring availability of required information and/or documentation.
• Monitors assigned program components and/or services (e.g. budgets, etc.) for the purpose of ensuring stated outcomes are achieved, relevant policies and procedures are addressed, and services are efficiently provided within budgetary guidelines.
• Oversees efforts of center staff on all logistics (e.g. recruiting, enrollment, daily classroom operation, transportation, mental health and special education referrals, parent activities, food service, substitutes, facilities, supplies, etc.) for the purpose of ensuring services are delivered in conformance with overall objectives.
• Participates in a variety of meetings as required for the purpose of conveying and gathering information.
• Performs personnel administrative functions (e.g. recruiting, hiring, counseling, training, supervising, evaluating, providing professional development opportunities, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff, and ensuring outcomes are achieved.
• Prepares written materials (e.g. plans, budgets, funding requests, reports, analyses, recommendations, procedures, etc.) for the purpose of documenting activities, meeting compliance requirements, making presentations, and/or providing supporting materials for requested actions.
• Presents information on topics related to administrative responsibilities (e.g. financial information, overviews of programs/services, policies and procedures, etc.) for the purpose of providing general information, training others, implementing actions, etc.
• Provides team building activities with all site staff and other Highline Head Start Learning Center staff for the purpose of achieving a high level of services and a strong team.
• Responds to inquiries of staff, district personnel, etc. for the purpose of providing information as may be required.
• Schedules and facilitates interdisciplinary staffing for the purpose of ensuring compliance with program requirements.
• Works with program staff, children and families for the purpose of ensuring the smooth transition of children into and out of the program.
• Assists other personnel as may be required for the purpose of ensuring an efficient and effective work environment.
Job Requirements: Minimum Qualifications
Skills, Knowledge and Abilities
SKILLS are required to perform multiple, technical tasks with a potential need to upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including utilizing pertinent software applications; planning and managing projects and programs; overseeing program financial activities; developing effective working relationships; preparing and maintaining accurate records; and administering personnel policies and procedures.
KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: application of pertinent laws, codes, policies, and/or regulations; personnel processes; family support principles; and adult learning styles.
ABILITY is required to schedule a significant number of activities, meetings, and/or events; often gather, collate, and/or classify data; and use basic, job-related equipment. Flexibility is required to work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using defined methods. Ability is also required to work with a diversity of individuals and/or groups; work with similar types of data; and utilize specific, job-related equipment. Problem solving is required to identify issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is limited. Specific ability-based competencies required to satisfactorily perform the functions of the job include: providing leadership, direction, and team building; communicating with persons of varied educational and cultural backgrounds; establishing and maintaining effective working relationships with individuals from diverse professional backgrounds; working independently under time constraints to meet deadlines and schedules; organizing and communicating information and concepts setting priorities; working as part of a team; analyzing situations and making accurate decisions; working with multiple projects; dealing with frequent interruptions and changing work priorities; working with detailed information/data and maintaining accurate records maintaining confidentiality; and facilitating communication between persons.
Responsibility
Responsibilities include: working under limited supervision using standardized practices and/or methods; directing other persons within a small work unit; and tracking budget expenditures. Utilization of resources from other work units may be required to perform the job’s functions. There is some opportunity to impact the organization’s services.
Working Environment
The usual and customary methods of performing the job’s functions require the following physical demands: some lifting, carrying, pushing, and/or pulling; and significant fine finger dexterity. Generally the job requires 50% sitting, 25% walking, and 25% standing. This job is performed in a generally clean and healthy environment.

Certificates & Licenses - Valid driver’s license and evidence of insurability
Continuing Education/Training - Obtain Hepatitis B immunization within 120 days of employment and obtain CPR/First Aid card within 90 days of hiring
Clearances - Criminal justice fingerprint/background clearance, proff of physical examination and TB screen
