Note: This is a grant-funded, .75 exempt position that reports to the HECO Project Director.

POSITION DESCRIPTION:
The federal Healthcare Education-to-Careers Opportunities grant project (HECO) creates opportunities for the American workforce to train for high demand occupations in healthcare with the help of our nationwide community college system. The grant will provide services to unemployed and dislocated workers, among others. Edmonds Community College (EdCC) is a partner in a consortium which also includes the community colleges of Shoreline, Cascadia and Everett (the HECO grantee). Working closely with other consortium partners and college programs, the Welcome Back Center provides interntionally trained health care professionals with resources and support services to assist them in entering healthcare employment in the US.

The Coordinator will be responsible for overall development and oversight of the Welcome Back Center including ESL instructional components; building networks and strategic alliances with community-based organizations, public health clinics, hospitals, and HMOs; marketing the Center, recruiting potential clients, and coordinating and managing the center’s educational programs. This position will assume the following responsibilities:
• Coordinate program assessment, curriculum development and organizational implementation of the Welcome Back Center; coordinate all administrative aspects related to project management and activities involving the consortium partners such as the delivery model for the program; coordinate and communicate with appropriate college departments and programs, and work with local and national Welcome Back Centers.
• Provide case management for particpants to include: initial assessment of foreign credentials and education in healthcare; assessment of participant professional goals and individual barriers to achieving those goals and development of strong educational pathways to support participant goals and direction; and maintain files on them.
• Develop both internal and external marketing strategies to identify and recruit participants; develop and implement outreach programs and presentations to community-based organizations and healthcare facilities.
• Manage Welcome Back Center budget; oversee data collection of credentialing, licensing and testing; and work collaboratively with project coordinators and directors across grant project.
• Identify common key barriers affecting foreign trained health care professionals such as limited English proficiency and licensing and coordinate with the Allied Health, Nursing and ESL instructional departments to develop curriculum, workshops and courses to address them. Arrange for team to complete national Welcome Back Center training.
• Participate in grant-required and monthly meetings; attend and organize appropriate training opportunities.
• Research and promote additonal grant opportunities to support Welcome Back Center.

REQUIRED QUALIFICATIONS:
• Bachelor’s degree in ESL or health care education, healthcare administration or clinical fields.
• Four years of strong organizational leadership and administrative experience working with diverse individuals in an educational training setting, and all levels of professional staff, faculty, administration and external agencies.
• Two years interacting directly with adult immigrants, refugees, and / or international students in a case management, advising and /or instructional capacity.
• Commitment to cultural diversity in college curricula, activities, student body, faculty and staff.
• Experience using a computer, and working familiarity with Microsoft Word, Excel, database programs and e-mail.
• Effective oral and written communication skills, including demonstrated creative problem solving.

PREFERRED QUALIFICATIONS:
• Master’s degree in ESL and/or health care education, healthcare administration or clinical fields.
• Demonstrated basic knowledge of health professions, community health and public health institutions.
• Experience managing new program development including planning and budget oversight related to healthcare careers and education, particularly in the higher education setting.
• Experience developing collaborations with industry partners and other stakeholders.
• Experience teaching higher levels of English as a Second Language, Academic English, Test Prep, Job Search and Job Readiness Skills.

PHYSICAL WORK ENVIRONMENT:
Work is typically performed in an office setting. The ability to sit at a desk/computer station and operate standard office equipment such as a computer requiring repetitive arm-hand movements is essential. The position requires traveling to off-campus locations using personal transportation. Excellent communication and problem solving skills are essential.

ABOUT THE COLLEGE:
Edmonds Community College, founded in 1967, is a public, two-year, coeducational state community college which each year welcomes some 11,500 academic and vocational students, including approximately 1,500 international students who come here from as many as 79 countries. The college is located in the center of the growing south Snohomish County communities of Edmonds, Lynnwood, Mountlake Terrace, Brier, Mill Creek and Woodway. Situated in Washington State’s Puget Sound region, the College is just north of Seattle and a short distance from the scenic beauty and recreation of the San Juan Islands, British Columbia, and the Cascade and Olympic mountain ranges. COMPENSATION:
The salary range, $31,950 per year for .75, is based on the current administrative/exempt salary schedule. The college provides an excellent benefits package which includes medical, dental, life insurance and a retirement plan. Funding is on a year-by-year basis for the next five years.

GENERAL FUNCTION
Develops and directs Passages Northwest programs which are wilderness-based experiential education activities for adolescent girls. Provides exceptional wilderness risk management oversight, hires, trains, and supervises all program staff and volunteers. Required Experience and Qualifications:
• Minimum 5 years’ experience as a field instructor in wilderness-based programs, with a background in backpacking and rock climbing

• Experience developing and overseeing risk management of wilderness-based programs

Primary Responsibilities:
Program Management and Direction (approx. 30%)
• Oversee all wilderness programs and Youth Advisory Board
• Attend course starts, graduations, and events, review course reports, and debrief courses with Course Directors/Instructors/Facilitators to ensure program quality and support staff development
• Collaborate in the design of Girls Leadership program calendar
• Design custom courses and partnerships in collaboration with Outreach and Admissions Director
• Oversee curriculum development for Youth Advisory Board, Girls Wilderness and Custom Courses
• Ensure program quality by participating in assessment and evaluation
• Occasionally serve as Rock Specialist, Instructor, Course Director, Facilitator, or Trainer, as needed

Field Staff Management (approx. 25%)
• Hire, train, supervise, and mentor all field staff. Ensure new hire paperwork is completed within timelines and according to YMCA protocol.
• Ensure adequate adult to participant ratios to support overall success of employees and participants
• Design and deliver staff trainings, including rock climbing, backpacking, and multicultural education
• Manage field staff support and compensation, including instructor pay scale, benefits, and schedules

Logistics (approx. 10%)
• Mange all course areas including permitting, reconnaissance, and itinerary design
• Oversee logistics systems to ensure the following:
- Organized, clean, and efficient gear storage and check-out/in systems
- Equipment remains available, clean, functioning, and high quality throughout the season
- Food systems (purchasing, menu planning, packing and prep) exceed industry standards
- Competent logistics staff facilitate effective and efficient course starts and ends
- Vehicles and drivers are trained, certified, scheduled and available for all programs
• Collaborate with BOLD Program Director to align logistics systems

Risk Management (approx.10%)
• Serve as staff lead and co-chair (with a volunteer) the Risk Management Committee
• Manage all incident reporting and review, safety reviews, emergency scenarios, and policy-writing
• Act as Incident Commander in an emergency
• Ensure all programs have sufficient emergency support through on-call systems and notification sequences
• Collaborate with BOLD Program Director to align risk management systems and share on-call duty

Financial Development and Budget Management (approx. 15%)
• Develop annual program budget and track all expenses and income to ensure budget balances
• Maintain pricing projection models for custom courses and partnerships in Excel
• Build relationships with outdoor industry contacts and companies for in-kind or corporate sponsorship
• Collaborate in grant-writing and reporting for all Girls Leadership Programs
• Nurture and maintain relationships with key individual donors
• Participate in annual Partners With Youth Campaign

Supports Girls Leadership operations (approx. 10%)
• Work closely with Outreach and Admissions Director and Girls Rock!/PCAL Program Director to ensure success
• Initiate continued development of cutting edge, innovative, and research-based curriculum for girls

“Iraqi Refugees in Our Schools” is a teachers’ workshop designed to assist teachers in their work with Iraqi refugee children in their classrooms. Learning about the underlying forces that affect children’s behaviors (history, family, culture, experiencing war, violence and displacement) as well as factors associated with bicultural education will provide teachers with a foundation of understanding. From that background teachers will develop new strategies and learn new skills for working with their Iraqi refugee children.

The workshop is developed primarily for teachers of all ages of children and of all subjects; however, any interested person who works with children is welcome.

RESPONSIBILITIES:
The project support staff for the National Indian Child Welfare Association is responsible for handling administrative and logistical details of NICWA’s work activities. The following specific responsibilities must be carried out:

6. Works with project managers on facility specifications, such as meeting rooms, banquet and/or catering services, and lodging, including negotiation of hotel/facility and other supplier agreements to the best advantage of NICWA
7. Generates materials, such as name badges, handouts and/or manuals and other required supplies, ensuring they are shipped to the site ahead of time and available for use when needed

QUALIFICATIONS:

Eastside Domestic Violence Program (EDVP)’s Vision
Domestic violence is a human rights issue. EDVP envisions a world in which every person lives in a safe environment, free from oppression and with the opportunity to thrive.
EDVP’s Mission is to end domestic violence by changing individual, institutional and societal beliefs, attitudes and behaviors that perpetuate it. To achieve this we will work with the community to:
• PROVIDE services in East and North King County to people, primarily women and children, who have experienced physical, emotional or sexual abuse;
• PREVENT domestic violence through advocacy, education and support.

OVERVIEW OF PROGRAM:
Eastside Domestic Violence Program’s Community Advocacy Program provides advocacy-based counseling and education for victims, coordination with the criminal justice system and other services. Weekly support groups for women in the community are facilitated by EDVP’s domestic violence advocates. The Community Advocacy Program provides education for health care professionals, businesses, the criminal justice system, schools, religious communities, social service providers and civic groups.

OVERVIEW OF POSITION:
To support, educate and advocate for victims of domestic violence through crisis intervention and advocacy. Provide outreach and education to the community. Coordinate with other service providers and the criminal justice system. Some evening hours required.

KEY RESPONSIBILITIES:
• Advocate for survivors of domestic violence.
• Perform crisis intervention, telephone advocacy and referrals.
• Assess survivors’ situations, ongoing development of safety plans through one on one advocacy based counseling and crisis line services.
• Assist survivors in navigating civil and criminal legal systems and social services.
• Make referrals to, and facilitate at least one support group for survivors of domestic violence.
• Discuss dynamics of domestic violence with survivors and community.
• Educate systems and the community about domestic violence.
• Conduct outreach to special populations.
• Provide trainings to the community on Domestic Violence, and other relevant trainings.
• Participate in DV awareness month activities.
• Complete a minimum of 30 hours of Advocacy-based training and 20 hours of on-going training yearly.
• Develop on-going relationships with referral services, police, hospitals, CPS, Family Court, court personnel, Probation and Legal Advocates.
• Promote interaction with volunteers and participate in volunteer training.
• Participate in community coordination meetings.
• Participate in agency and group staff meetings, including direct service discussions.
• Participate in system data collection.
• Conduct EDVP Outcome Surveys.
• Complete necessary paper work and forms.
• Other duties as assigned.

QUALIFICATIONS:
I. Requirements
• Ability to write, read and speak fluently in English and any of the following languages; Russian, Mandarin, Hindi, Spanish. Other language pairs may be considered depending on qualifications.
• B.A. in related field or equivalent work experience.
• Knowledge and experience in crisis intervention or domestic violence, advocacy and safety planning.
• Excellent presentation and training skills.
• Basic computer skills.
• Knowledge of human service delivery systems and systems advocacy.
• Knowledge of the connection between domestic violence and oppression.

EDVP’s Mission is to end domestic violence by changing individual, institutional and societal beliefs, attitudes and behaviors that perpetuate it. To achieve this we will work with the community to:
• PROVIDE services in East and North King County to people, primarily women and children, who have experienced physical, emotional or sexual abuse;
• PREVENT domestic violence through advocacy, education and support.

OVERVIEW OF ORGANIZATION:
The agency’s annual budget is approximately $2.8 million and there are 29 full-time equivalent staff members and 7 part-time equivalent staff members.

OVERVIEW OF POSITION:
Under the direct supervision of the Executive Director this position provides administrative and secretarial support for the Executive Director. In addition to typing, filing, scheduling, performs duties such as record keeping, coordination of meetings and conferences, office coordination and working on special projects. Also, answers non-routine correspondence and assembles highly confidential and sensitive information. Deals with a diverse group of important external callers and visitors as well as internal contacts at all levels of the organization. Independent judgment is required to plan, prioritize, and organize diversified workload, recommends changes in office practices or procedures.

KEY RESPONSIBILITIES:
• Schedules and organizes complex activities such as meetings, conferences and department activities for all members of the department.
• Performs desktop publishing. Creating and developing visual presentations for the Executive Director.
• Establishes, develops, maintains and updates filing system for the Executive Director and the department. Retrieves information from files when needed.
• Organizes and prioritizes large volumes of information.
• Opens, Sorts and distributes mail. Drafts written responses or replies by phone or e-mail when necessary. Responds to regularly occurring requests for information.
• Answers phones and doors as needed. Takes messages or fields/answers all routine and non-routine questions.
• Act as a liaison with other agency departments and outside agencies including high-level staff such as CEO’s, CFO’s and Senior Staff. Handles confidential and non-routine information and explains policies when necessary.
• Works independently or within a team on special nonrecurring and ongoing projects. Acts as project manager for special projects, at the request of the Executive Director.
• Types and designs general correspondences, memos, charts tables, graphs, business plans, etc. Proofreads copy for spelling, grammar and layout, making appropriate changes. Responsible for accuracy and clarity of final copy.
• Assist the Executive Director in the management of her/his schedule.
• Handles confidential and non-routine information.
• Initiates completion of regularly recurring reports and standard form letters; maintains accumulative records, making periodic audits as necessary; maintains follow-up system or reports requiring action on a periodic basis; sets up and maintains records management system.
• Acts as a liaison to the Board of Directors.
• Coordinates office operations, processes forms, purchase orders, agency calendars and Board packets.
• Other duties as assigned.

QUALIFICATIONS:
I. Requirements:
• Work requires an extensive knowledge of business and an excellent command of the English language.
• Must have knowledge of secretarial, office administrative procedures, and knowledge of use and operation of standard office equipment, at a level generally acquired through 2+ years related experience.
• Must have knowledge of a variety of computer software applications in word processing, spreadsheets, database and presentation software such as: Windows, Microsoft Office 2003 (PowerPoint, Excel, Word), Page Maker and /or Microsoft Publisher; knowledge of donor data base system a plus, but training will be provided if necessary.
• Must have high level of interpersonal skills to handle sensitive and confidential situations. Position continually requires demonstrated poise, tact and diplomacy.
• Some analytical ability is required in order to gather and summarize data for reports, find solutions to various administrative problems, and prioritize work.
• Work requires continual attention to detail in composing, typing and proofing materials, establishing priorities and meeting deadlines.
• Valid Washington State drivers license, insurance and access to a vehicle.
• Sensitivity to the needs of agency clients and ability to maintain confidentiality.
• Commitment to agency’s mission, philosophy and goals.
• Must be able to lift and move up to 50 pounds.
• Pass background check.
