DESC, a non-profit organization working to end the homelessness of vulnerable people, particularly those living with serious mental health or addictive illnesses, is now recruiting for a Program Manager for the Crisis Solutions Center (CSC). The CSC is a comprehensive crisis services program serving all of King County, and includes the operations of the Crisis Diversion Facility (CDF), Crisis Diversion Interim Services (CDIS) and a Mobile Crisis Team (MCT). The CSC facility and program services will open in mid-2011 at a facility near downtown Seattle.

Position Description: The Program Manager include will manage all aspects of the CSC, including directly supervising Project Managers for each of the three components — CDF, CDIS & MCT — and ensuring their close collaboration and coordination. As a key leadership position for this program, there will be significant project implementation duties. The program manager will also need to develop and maintain strong relationships with key community partners including government, law enforcement, health and advocacy organizations; assure compliance with King County and other applicable contracts, relevant regulations and laws and DESC policies, procedures and collective bargaining agreements; maintain a full complement of clinical staff with capability to provide the array of services needed by the population served; and, as a member of the DESC management team, participate in planning, coordination and management of agency activities.

Minimum qualifications for the position include a Master’s degree in a social work, psychology or other relevant behavioral science or Bachelor of Nursing degree with specialty in mental health; meet minimum criteria for Mental Health Professional as defined in RCW 71.05, WAC 275-57; at least 4 years experience providing clinical services to persons with serious mental illness and substance abuse; and at least 2 years experience providing supervision and/or program management to clinical staff.

The successful candidate will have a strong understanding of effective crisis intervention and stabilization strategies; will be familiar with principles of Recovery oriented practice; will have strong writing, verbal, analytical and leadership skills; will be able to work collaboratively in a multi-disciplinary team responsible for providing on-going assessment, crisis stabilization, engagement and short-term case management services to homeless and mentally ill adults and has the skills and competence to establish supportive trusting relationships with persons with severe and persistent mental illnesses.

Position Description: This Assistant Team Leader is a unique role on the PACT Team that works closely with the Team Leader, Program Manager, and Program Coordinator to ensure supervisory tasks and roles are fulfilled on the team, and will assume the responsibilities of the team leader in the Team Leader’s absence. The assistant team leader is also a practicing clinician with at least a master’s degree in nursing, social work, psychiatric rehabilitation or psychology, or is a psychiatric prescriber. The Assistant Team Leader typically works M-F 8-4 but could normally work one later shift (12-8 p.m.) regularly depending on team needs. Typically the Asst Team Leader does not work weekends, but does perform on-call. Compensation $44,677 + depending on qualifications.

The Mental Health Professional/Case Manager will have: 1) professional degrees in one of the core mental health disciplines; 2) clinical training including internships and other supervised practical experiences in a clinical or rehabilitation setting; and 3) clinical work experience with persons with severe and persistent mental illness. MHP designation is defined by the Washington State Mental Health Division. MHP’S can either have an MSW degree OR a Master’s degree in another social service or counseling discipline + 2 years experience delivering adult mental health services under the supervision of an MHP.

The Program for Assertive Community Treatment (PACT) is a client-centered recovery-oriented mental health service delivery model that has received substantial empirical support for facilitating community living, psychosocial rehabilitation, and recovery for persons who have the most severe and persistent mental illnesses, have severe symptoms and impairments, and have not benefited from traditional outpatient programs.

• Office will be open 12 hours/day M-F, and 8 hours a day on weekends & holidays. Some staff will work 8am - 4pm, some staff will work 12 - 8pm. All staff will work at least one weekend day in their weekly schedule, so would work either Tue-Sat or Sun-Thu. All staff rotate holiday shifts.
• All staff will rotate on-call (paid) time since this team will cover our 24-hour crisis coverage (both on the phone & in person) for MH issues for PACT clients. Two staff will be on-call at any given time to ensure back-up coverage and safety while doing crisis work. All staff will need to have internet access at home for after-hours crisis coverage shifts.
• All staff will need to have Driver’s Licenses & access to an automobile for work purposes — 75% of services need to be delivered outside DESC offices.
• Experience working with adults who are homeless, have a mental illness and co-occurring substance abuse issues highly desirable. Bi-lingual English-Spanish fluency highly desirable.

The important characteristics of PACT programs are:
–PACT serves clients with severe and persistent mental illness that are complex, have devastating effects on functioning, and, because of the limitations of traditional mental health services, may have gone without appropriate services. Consequently, the client group is often over represented among the homeless and in jails and prisons, and has been unfairly thought to resist or avoid involvement in treatment.
–PACT services are delivered by a group of multidisciplinary mental health staff who work as a team and provide the majority of the treatment, rehabilitation, and support services clients need to achieve their goals. The team is directed by a project manager, team leader and a psychiatric prescriber and includes a sufficient number of staff from the core mental health disciplines, at least one peer specialist, and a program or administrative support staff who work in shifts to cover 24 hours per day, seven days a week and to provide intensive services (multiple contacts may be as frequent as two to three times per day, seven days per week, which are based on client need and a mutually agreed upon plan between the client and PACT staff). Many, if not all, staff share responsibility for addressing the needs of all clients requiring frequent contact.
–PACT services are individually tailored with each client and address the preferences and identified goals of each client. The approach with each client emphasizes relationship building and active involvement in assisting individuals with severe and persistent mental illness to make improvements in functioning, to better manage symptoms, to achieve individual goals, and to maintain optimism. There should be no more than 8-10 clients to one staff member.
–The PACT team is mobile and delivers services in community locations to enable each client to find and live in their own residence and find and maintain work in community jobs rather than expecting the client to come to the program. Seventy-five percent or more of the services are provided outside of the program offices in locations that are comfortable and convenient for clients.
–PACT services are delivered in an ongoing rather than time-limited framework to aid the process of recovery and ensure continuity of caregiver. Severe and persistent mental illnesses are episodic disorders and many clients benefit from the availability of a longer-term treatment approach and continuity of care.

Essential Functions:

The El Puente program provides independent living services and residential support for up to 5 male adolescents between the ages of 15 and 18 years. The program provides twenty-four hour shift supervision for the youth who are primarily from Mexico and Central America and do not have family with whom they are able to be reunified.

The program staff consists of a team of Bilingual Residential Youth Counselors, a Program Supervisor and Program Manager who are responsible for the 24 hour care of the youth.

The current opening for Program Supervisor entails the direct supervision of the residential youth counselors to include interviewing, training and on-going job performance evaluation. The Program Supervisor should be bilingual in Spanish and English and preferably has previous supervisory experience. The BRITE Program provides intensive therapeutic and behavioral interventions for identified elementary EBD Special Education students in the Shoreline School District. These students have behaviors and emotional issues that significantly interfere with their educational progress. The goals of the BRITE Program are to provide a positive place for students to learn how to manage and understand their behaviors and to assist students in gaining skills to be successful in the educational setting.

DUTIES AND RESPONSIBILITIES: Work cooperatively with special education, Behavior Technician and regular education teachers in the District program for severely behaviorally disabled students in the BRITE Program (Behavior Re-education in a Therapeutic Environment). Coordinate with, and provide clinical and therapeutic consultation to regular and special education teachers in the development, implementation and monitoring of a variety of behavioral intervention strategies. Provide individual and small group intervention in, but not limited to, the areas of social skills, anger management dealing with stress and problem solving. Provide clinical and therapeutic supervision in the Primary and intermediate BRITE classrooms. Provide psychosocial assessment with recommendations and/or environmental manipulations at the school, home and/or in the community. Provide leadership during crisis intervention while supporting possible physical restraint for severely behaviorally disabled students in the classroom and about the campus. Lead case management services for both of the BRITE classrooms and serve as the liaison between school and other agencies/ services pertaining to specific students. Facilitate referrals to other agencies and liaison with parents and staff to help provide a unified therapeutic environment for students. Serve as an active member of Individualized Education Plan team, and other assigned staff/consultation meetings. Provide individual and/or group-counseling services to students as determined necessary and appropriate according to the treatment plan and/or the IEP.

QUALIFICATIONS: Master’s degree in behavioral sciences, social work, nursing sciences, or related field and having at least two years experience in the direct treatment of mentally ill persons required. Must have the equivalent of one year of full time experience in the treatment of seriously emotionally disturbed children and their families, under the supervision of a child mental health specialist. Completion of a minimum of one hundred actual hours (not quarter or semester hours) of specialized training devoted to the study of child development, and the treatment of seriously disturbed children and their families highly recommended. Ability to be flexible and to adapt rapidly to changes in daily routine. Demonstrated strong interpersonal and communication skills. Willingness and interest to accept supervision from the certificated teacher, the certificated social worker, the program lead, the school psychologist and school or district administrators.

KNOWLEDGE, SKILLS and ABILITIES: An understanding of the IEP process and Special Education; Leadership skills in working with individuals and groups (i.e. initiating individual or group discussion, listening, clarifying and facilitating interactions and sharing of ideas); skills in conducting effective meetings and conferences (including the resolution of disagreements); skill in socio-environmental analysis and diagnosis on problem students; a knowledge of community resources; skill in communicating concepts and information accurately orally or in writing; ability to demonstrate effective liaison relationships with parents, schools, and agencies; ability to coordinate activities from many sources for the benefit of an individual student, and to make arrangements for groups of students; ability to aid in program development; skills in supervising and motivating school social work interns if applicable.

This position is part of a two-year pilot project titled Crisis Intervention Response Team (CIRT). The CIRT/Mental Health Professional Case Manager is paired with Seattle Police Department Crisis Intervention Team Officers to intervene in police calls involving people with behavioral health concerns who are not likely to be arrested. A primary goal of the project is to avoid the use of jail or hospital emergency rooms when appropriate. The majority of work will be conducted in public settings and in all types of weather. Key activities include crisis intervention, assessment, and referral to appropriate community based resources which may better meet long term housing, mental health, chemical dependency or other basic needs. The person filling this position will be stationed at the Seattle Police Department Airport Way Facility. This position is funded by a two-year contract and will end no later than October 31, 2012. Minimum qualifications include Mental Health Professional status ass defined by current RCW & WAC; Licensed as a chemical dependency professional or in active pursuit of same; ability to meet state requirements for obtaining agency affiliated counselor status or other comparable Department of Health license; and five plus years experience working with homeless and/or mentally ill, chemically dependent individuals. Eastside Domestic Violence Program (EDVP)’s Vision
Domestic violence is a human rights issue. EDVP envisions a world in which every person lives in a safe environment, free from oppression and with the opportunity to thrive.
EDVP’s Mission is to end domestic violence by changing individual, institutional and societal beliefs, attitudes and behaviors that perpetuate it. To achieve this we will work with the community to:
• PROVIDE services in East and North King County to people, primarily women and children, who have experienced physical, emotional or sexual abuse;
• PREVENT domestic violence through advocacy, education and support.

OVERVIEW OF PROGRAM: Eastside Domestic Violence Program’s Community Advocacy Program provides advocacy-based counseling and education for victims, coordination with the criminal justice system and other services. Weekly support groups for women in the community are facilitated by EDVP’s domestic violence advocates. The Community Advocacy Program provides education for health care professionals, businesses, the criminal justice system, schools, religious communities, social service providers and civic groups.

OVERVIEW OF POSITION: the CSO Advocate’s primary duties are to support, educate and advocate for victims of domestic violence in the King County Eastside Community Service Office with DSHS. This will include safety planning, referring, outreach, advocacy, intervention, and training. The CSO Advocate will also coordinate with the staff at DSHS/CSO staff as well as other service providers. This position spends 10 hours at the CSO and 20 hours with the Community Advocacy Program performing other forms of advocacy.

KEY RESPONSIBILITIES:
• Provide advocacy-based counseling to victims of domestic violence in the King County Eastside CSO office.
• Provide safety planning tools, crisis intervention, and advocacy for victims of domestic violence.
• Provide referrals to appropriate services based upon the participant’s needs; such as legal, medical, housing, counseling and childcare.
• Coordinate program participant’s needs with CSO staff.
• Assist survivors of abuse in accessing TANF family violence options including deferral from job search and good cause for child support.
• Provide advocacy via the crisis line and in person at the Community Program office.
• Maintain records and reports required by the CSO as well as EDVP.
• Complete necessary paperwork and forms in a timely manner.
• Plan and facilitate a weekly children’s group.
• Participate in system’s data collection.
• Provide trainings and outreach to CSO staff to raise awareness of DV and the impact of DV.
• Participate in DV awareness month activities.
• Complete a minimum of 30 hours of Advocacy-based training and 20 hours of on-going training yearly.
• Develop on-going relationships with referral services, police, hospitals, CPS, Family Court, court personnel, Probation and Legal Advocates.
• Promote interaction with volunteers and participate in volunteer training.
• Participate in community coordination meetings.
• Participate in agency and group staff meetings, including direct service discussions.
• Conduct EDVP Outcome surveys.
• Remain knowledgeable of EDVP’s guidelines and procedures.
• Participate in EDVP’s staff training, all staff meetings, and group meetings.
• Attend CSO staff meetings when necessary.
• Work closely and cooperatively in a team setting with CSO and EDVP staff as well as volunteers.
• Other duties as assigned.

QUALIFICATIONS:
I Requirements:
• B.A. in related field. Work experience may be substituted for education.
• Experience in crisis intervention and domestic violence advocacy with individuals and in a group setting.
• Experience, ability and willingness to work independently and as a team-member with culturally diverse staff, volunteers and clients.
• Fluency in 2nd language preferred.
• Knowledge of the Department of Health and Human Services systems.
• Knowledge of human service delivery systems and systems advocacy.
• Knowledge of criminal justice system as it relates to domestic violence.
• Experience working with children and parents.
• Dependable transportation and valid Washington State Driver’s License and Insurance.
• HIV/AIDS Certification required.
• Updated CPR/First AID Certification required.
• Pass background check.
